,1
Item 5: Design Issues
~
Randy had a report from Pence Kelly showing "improvements" they plan to make to courthouse
square. Randy wants to know what is missing.
ACTION: Randy asked Dan to compare this list to other remodels we have done and determine
what is missing, and if possible, what additional cost would other improvements be? (Dan asked
for a time line and Randy indicated he would like a response in about a month.)
Currently, the building is designed to have four floors and one underground floor for parking. Dan
Berry is still interested in adding a fifth floor for offices, and possibly another underground parking
level. A decision will be have to be made very soon.
Randy indicated that there is a concept called "building commissioning" in which a hired person will
certify that the building is completed and ready to occupy. Randy asked Bob if it would be in the
county's best interest to hire an outside party to perform this role. If not, what kind of standards can
Randy put into the agreement that says we will accept the building, but these are the conditions that
must be met prior to occupancy. He is concerned about such things as "sick building syndrome",
HVAC systems, leaking roofs, electrical systems...Randy is looking for a standard way to tie this
down so that once funds are released and county takes possession, all our needs are met or our
interests protected.
~r~'` ACTION: Randy asked Bob to determine what would it cost to hire someone to represent us in the
commissioning of the building.
Item 6: Questions
Theresa asked how long the parking structure be available. Randy indicated that the parking
structure will be available through May 1 st. If that changes he will let everyone know.
Once the parking structure on the new site is built, the contractor will be using the upper levels for
a staging area. If it is possible, without interfering with the contractor, we may be able to begin
leasing out parking spaces to county employees as early as February of 1998. This could only occur
if it would not interfere with the contractor.
~1r~w~
