,. '
Courthouse Square Design Team Meeting
March 6,1997 i,
I
Present: Randy Curtis, RG Andersen-Wyckoff, Alan Costic, Leonard Lodde~, Dan Berrey,
Dave Hayes !
Agenda: Updates ~~
Parking Structure: Dan opened the meeting with information on the parking structyre. They have
the cost down to $l lk per stall. There is no longer an added cost to the county or to ~ransit. Dave,
Len and Dan will meet on Monday, 3/10 to discuss some of the project costs. The will come up
with a new cost estimate of the project, based on the design elements that are being ddressed.
Len and Dave reported that the stacked design is the better system. There are time fr~mes involved
with this, but the soil test came back good. Other cost saving ideas are being looked', at to keep the
cost down to $1 lk per stall. The 30 foot bays will help the rest of the building. The ie was general
discussion around fireproofing the steel structure.
~
Len reported that the design they are working on now has brought the walls in to alignlwith the walls
above. With new design, there is no parking under the plaza. There is always th potential for
differential settlement, so they avoid having exterior levels. This leaves the plaza si ing on grade.
There is a shortage of fifteen parking stalls. There was discussion around the vac cy rate of the
downtown area and the demand for parking. With the two floor design, we will have thirteen stalls
more than Dan will need. He needs to be sure that the space is built before he can m ket the space.
Dan said that he can market the space as having two parking spaces and give the ~' tra spaces to
Randy. Alan pointed out that we will be the only building in the downtown area w re the busses
let you off at your building. RG reported that they are looking at the security contr cts right now.
They are going to do a good job controlling and monitoring the space using transit lice. Transit
will have more control over security and there will be new ordinances. Transit has to control over
bus mall security issues.
more revenue, there will not be a budget issue. If we meter all the customer parking i may be better
not to put customer parking in transit's space. The county could collect all the re~enue. It was
agreed that at this time, it is premature to worry about the allocation. ,
Dan asked for some research to be done on the possibility of inetering some of the ublic parking
to generate revenue. Randy explained that the visitor parking is meant for co ty customers.
Because they say visitor, anyone doing business downtown will be using them. He s considering
metering all of the visitor parking. Staff can issue permits to people coming to me tings. Randy
doesn't want us to go to Sarah at this time. Without the fifth floor, he will be stuc with a lot of
pazking. With the fifth floor we will have to look at the spaces we have. He would li e to visit this
when we know how many spaces we are over. With COP financing and with the me ers generating
Time line: Len has a civil engineering meeting with Steve set for Monday, 3/10
Dan asked if
