need for long-term e:cpansion space sugaested that the current Del Webb site <br />was not the best location for~ the District's long-term needs. Therefore, the <br />proposed Courthouse Square facility includes the following: <br />• Space for 22-buses, off-street, weather-protected, and accommodated <br />in a sawtooth desi;n for ease of movement and to provide pre- <br />assi~ed spaces for each, thereby iinprovi.ng user-friendliness. <br />• Space for the e.Yisti.ng customer ser~-ice and operations functions to <br />move from the Oddfellows' Buildi.ng. <br />• Space for the District's adminictrative offices to be moved from Del <br />Webb, along with a small amount of office expansion space. <br />• Space for transit related retail activi~ . <br />• Space for public heari.ngs room and adjoini.ng conference/meeting <br />space. <br />~ Overall facility desi;ned in such a way as to provide better <br />super~-ision and customer safety. <br />The only origi.nally proposed space not included in the current design is space <br />which had ori;:nally been forecast for Day Care use. That use was dropped by <br />the District Board in December I996 when it was determined that the space <br />would have to be subsidized by the public in order to be affordable for Day Caze <br />use. It was determined not to be a wise business decision. The existing Del <br />Webb facility will conti.nue to be used for e:cpanded bus operations, training, <br />and archives storage. Currently, lunch rooms/break rooms have been <br />converted to office space to accom.modate the sta.ff necessary for the increase in <br />services and almost 30% growth in ridership, to date. That facility was built <br />with Federal Grants and any sale or private lease of the space would cause the <br />District to have to repay FTA.. <br />Financing: The transit portion of the Courthouse Square is financed <br />primarily by Federal Grants authorized through FTA (the Federal Transit <br />Administration). The grants were procured for Salem Area Transit through <br />the auspices of Senator Mark Hatfield, thus the naming of Hatfield Plaza in <br />Courthouse Squaze. Transit ~has acquired a 42% undivided interest in the Ia.nd <br />for Courthouse Square based on fair market value as determ.i.ned by a.n <br />independent appra.isal approved by FTA. The Transit budget and funcling <br />sources are as follows: <br />Budget <br />• Real Estate Acquisition $2,25~,243 <br />~ Demolition 429,~28 <br />• Relocation 285,000 <br />~ Legal 50,000 <br />_ • Engi.neeri.ng & Design 505,228 <br />2 <br />
