Discharging groundwater from the 24-hour pumping test to the storm sewer required permission <br />from the City of Salem. Century West prepared and secured agreements on behalf of Marion <br />County to discharge the groundwater to the storm water sewer. Discharge monitoring results <br />were presented in an August 4, 1997 letter report from Century West to the Department of <br />Environmental Quality (DEQ). Groundwater treatment prior to discharge was conducted by <br />Century West. The treatment system consisted of two 17,000-gallon portable tanks in series with <br />air sparging within each tank Periodic sampling and analysis of the groundwater were conducted <br />and reported to the DEQ. (Appendix G: Site Photographs, photos 2-6.) <br />4.5 Regulatory Agencies <br />4.5.1 Red Discharge to Mill Creek <br />City of Salem personnel met with Mike Staton, project manager for Staton Construction, <br />regarding a red discharge observed in Mill Creek The City was concerned that wetting activities <br />on the demolition project were causing a runoff problem. Mike Staton advised the City that <br />Staton Construction was using a fine mist to keep dust under control during demolition, however, <br />no water was leaving the site through the City storm water system. No further contact occurred <br />regarding discharges to the City storm water system. <br />4.5.2 Sewer Capping <br />Staton Construction did not cap sewer laterals from the main sewer pipe (running north to south <br />down the center of the block) as required in the Project Specifications. Staton Construction did <br />not abandon the laterals because they anticipated that abandonment and rerouting of the sewer <br />main would occur during construction, which had been scheduled to immediately follow <br />demolition. During the environmental remediation phase of the project, it became apparent that <br />the sewer laterals were still open. <br />The construction phase of this project was suspended and the sewer main will remain active for <br />the near future. Once a construction schedule is identified, permanent abandonment of the sewer <br />main will be addressed by the construction contractor. <br />Century West personnel met with David Hartwig of Marion County, Mike Staton Construction of <br />Staton Construction, and R. Scott Graves and Tim Daley of the City of Salem, Public Works <br />Department, on December 19, 1997. In that meeting it was decided and agreed that Century <br />West would subcontract Gelco Services, Inc. to seal the seventeen open laterals by sewer <br />~routing. <br />Staton Construction agreed to pay the costs associated with abandonment of five of the <br />seventeen laterals that were identified as active during demolition.
