On January 27, 1998, Tim Daley of the City of Salem, notified Century West that the lateral <br />service capping performed by Gelco on the Courthouse Square Project was satisfactory <br />(Appendix F, Sewer Lateral Abandonment). <br />5.0 ENVIRONMENTAL MONITORING AND COORDINATION <br />Some former uses of the subject property include auto repair, auto storage, and battery repair <br />activities which pose a potential environmental concern. Historic product lines and a hoist were <br />identified while demolishing the footings and basements. <br />Evidence of a former fuel station was uncovered on the north end of the Senator Building as walls <br />were removed. A"Gas Here" sign was uncovered on a wall inside the building, as well as parking <br />stalls and other indications of former uses of the property. Historic reviews of the subject <br />property revealed "Commercial activity includes auto supply, auto storage, auto repair, battery <br />repair, a dance hall, and offices. A gas and oil facility ... is present on the northwest corner <br />of the city block. Fuel tanks are identified along the west side of the station and in front of the <br />auto supply store immediately south of the station," Level I Environmental Site Assessment, <br />Marion County Properties, 1997 (Appendix G, Site Photographs, photos 7 and 8). <br />These findings, and any other items of environmental concern, were logged and properly <br />documented as they occurred. The documentation of historic findings was transferred to Marion <br />County personnel and Century West personnel responsible for subsurface site remediation issues. <br />5.1 Lead Monitoring <br />Staton Construction reviewed asbestos and lead survey data prior to demolition. During <br />demolition, Staton Construction was to notify Marion County if suspected hazardous material <br />was uncovered or disturbed in the structures. Staton Construction was required to take <br />precautions as necessary to avoid disturbing suspected lead or asbestos containing materials <br />identified in prior surveys or uncovered during demolition. <br />Lead-based paint was identified in some of the structures on the site prior to demolition and <br />reported in the following reports prepared by Century West: Asbestos and Lead Survey and <br />Hazardous Materials Survey Results, Senator Property (February 1997); Asbestos and Lead <br />Survey and Hazardous Materials Survey Results, Goldberg Property (March 14, 1997); Asbestos <br />and Lead Survey and Hazardous Materials Survey Results, Community Development Property <br />(March 14, 1997); Asbestos and Lead Survey and Hazardous Materials Survey Results, Beri <br />Property (March 11, 1997); Asbestos and Lead Survey and Hazardous Materials Survey Results, <br />Goodman Property (February 10, 1997); and Asbestos and Lead Survey and Hazardous Materials <br />Survey Results, Lui Property (February 10, 1997).
