Suspect lead-containing paints were documented by Marion County and assumed present in some
buildings scheduled for demolition. Materials assumed positive for lead included: painted walls
and ceilings, wooden structural components, window and door trim, concrete, masonry, doors,
and flashing materials.
Lead air monitoring was performed at the beginning of the project and as needed during the
demolition process for worker exposure and demolition waste disposal. Three Rivers
Environmental collected and analyzed air for lead before, during, and after demolition work on
the suspect areas. Lead was not detected in any air monitoring samples. As an additional
precaution and for dust control, Staton Construction kept the site misted during demolition.
In order to ensure that the demolition waste stream met safe disposal criteria, Three Rivers
Environmental collected bulk samples of demolition debris for analysis for leachable lead using
Toxic Characteristic Leaching Procedure (TCLP). Lead was not detected in any of the bulk
samples (Appendix H, Lead Air Monitoring and TCLP Data). No exposures to lead were
identified and the lead monitoring results and dust control efforts were satisfactory.
5.2 Sediment Control
No sediment control problems were encountered during the demolition process. In Section 4.5.1
the City of Salem presented a concern regarding a"Red Discharge," which was subsequently
determined to not be associated with the subject property. Staton Constructions efforts to control
sediment runoffwere satisfactory.
5.3 Asbestos Abatement
On June 8, 1997, Staton Construction discovered 3,600 square feet of asbestos-containing floor
tile and approximately 60 asbestos-containing hard fittings while demolishing the Community
Development building. Three Rivers Environmental characterized and sampled the tiles and
assumed that the hard fittings were asbestos-containing. The tiles and hard fittings were removed
by Precision Industrial Constructors and air monitoring was conducted by Three Rivers
Environmental.
Three Rivers Environmental performed onsite asbestos air monitoring under Century West's
Work Order #20 with Marion County for Asbestos Abatement Management. Century West
performed demolition asbestos abatement management under Work Order #22, Interim
Demolition Management. The floor tile was removed without interruption to the demolition
process (Appendix I, Community Development Asbestos Removal). No other asbestos
containing building materials were identified by Staton Construction during the demolition
process.
Demolition Management Page 7 CWEC 6/4%98
Courthouse Square Project 40806-001-22
Marion County
