Suspect lead-containing paints were documented by Marion County and assumed present in some <br />buildings scheduled for demolition. Materials assumed positive for lead included: painted walls <br />and ceilings, wooden structural components, window and door trim, concrete, masonry, doors, <br />and flashing materials. <br />Lead air monitoring was performed at the beginning of the project and as needed during the <br />demolition process for worker exposure and demolition waste disposal. Three Rivers <br />Environmental collected and analyzed air for lead before, during, and after demolition work on <br />the suspect areas. Lead was not detected in any air monitoring samples. As an additional <br />precaution and for dust control, Staton Construction kept the site misted during demolition. <br />In order to ensure that the demolition waste stream met safe disposal criteria, Three Rivers <br />Environmental collected bulk samples of demolition debris for analysis for leachable lead using <br />Toxic Characteristic Leaching Procedure (TCLP). Lead was not detected in any of the bulk <br />samples (Appendix H, Lead Air Monitoring and TCLP Data). No exposures to lead were <br />identified and the lead monitoring results and dust control efforts were satisfactory. <br />5.2 Sediment Control <br />No sediment control problems were encountered during the demolition process. In Section 4.5.1 <br />the City of Salem presented a concern regarding a"Red Discharge," which was subsequently <br />determined to not be associated with the subject property. Staton Constructions efforts to control <br />sediment runoffwere satisfactory. <br />5.3 Asbestos Abatement <br />On June 8, 1997, Staton Construction discovered 3,600 square feet of asbestos-containing floor <br />tile and approximately 60 asbestos-containing hard fittings while demolishing the Community <br />Development building. Three Rivers Environmental characterized and sampled the tiles and <br />assumed that the hard fittings were asbestos-containing. The tiles and hard fittings were removed <br />by Precision Industrial Constructors and air monitoring was conducted by Three Rivers <br />Environmental. <br />Three Rivers Environmental performed onsite asbestos air monitoring under Century West's <br />Work Order #20 with Marion County for Asbestos Abatement Management. Century West <br />performed demolition asbestos abatement management under Work Order #22, Interim <br />Demolition Management. The floor tile was removed without interruption to the demolition <br />process (Appendix I, Community Development Asbestos Removal).
