Implements and executes <br />small projects of lower complexity or portions of larger projects. Oversees and participates in <br />programs of basic to moderate complexity. <br />6.Works closely with other organizations and jurisdictions to resolve engineering problems and <br />coordinates projects with other county agencies. <br />7.Represents the county at public and agency meetings; assists various groups, committees, <br />agencies, and the public on local or regional engineering issues. <br />8.Performs preliminary and final engineering design using applicable computer software; makes cost <br />estimates and prepares plans and specifications for public works improvement projects; inspects <br />construction work and enforces adherence to plans and specifications. <br />9.Routinely produces preliminary engineering drawings and periodically finished drawings using <br />computer aided drafting (CAD), including, but not limited to, AutoCAD. <br />10.Issues permits for major work within public right-of-ways. <br />11.Receives oral and written complaints from the public. Performs field reviews and meets with <br />parties involved. Employs creative methods in addition to conventional civil engineering <br />methodology to solve problems. <br />12.Reviews, researches, and analyses engineering materials; participates in engineering studies; <br />prepares materials and makes presentations. <br />13.Prepares permit applications and related background information for submittal to the Department <br />of Environmental Quality for solid waste sites. Monitors disposal site operations for compliance <br />with permit requirements. <br />14.Reviews land use applications for conformance to county standards. Prepares written responses <br />to the Planning Division. Meets with Planners and developers to discuss requirements for land <br />development. Presents oral testimony before the County Planning Commission. <br />15.Performs preliminary review of engineering plans for subdivisions, commercial sites and major <br />improvements to public facilities within road right-of-ways. <br />16.Develops and reviews traffic control plans, and applies statutes, federal and state guidelines and <br />criteria to traffic plans and proposals. <br />WORKING CONDITIONS <br />Work performed in a general office or field environment. Office work includes the use of a computer using <br />word processing, spreadsheet, databases, e-mail programs or programs specific to the position. <br />Fieldwork includes working in a variety of inclement weather conditions, sometime working in close <br />proximity to roadway traffic. Occasionally may traverse rough and uneven terrain. Must be able to lift <br />and carry up to 30 pounds of equipment. May be required to work flexible schedules depending upon <br />requirements of the position. Some work involves short time frames with inflexible deadlines. Must work <br />directly with the public, sometimes on controversial or emotional issues, in a diffusing and professional <br />manner. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.A Bachelor's Degree in Civil Engineering, Environmental Engineering or a closely related <br />engineering degree; AND <br />2.One (1) year of experience applying engineering theory, principles and methods.
