Marion County Class Specification BulletinPage of <br />>>> <br />1.Prepares, reviews, or oversees the preparation by consultants, plans, engineering studies, <br />specifications, and cost estimates for capital improvement projects (both county and privately <br />funded) requiring the application of advanced engineering knowledge.Reviews the design and <br />drafting work of other engineers and technicians. Conducts related public hearing and meetings as <br />required. <br />2.Oversees the inspection of or inspects construction of major improvements or construction <br />projects; enforces adherence to plans and specifications by contractors.Addresses engineering <br />and construction issues as they arise. <br />3.Performs construction contract administration according to state, federal, and county requirements. <br />4.Oversees various programs relating to environmental protection, transportation planning, project <br />prioritization, early project identification and development, infrastructure inventory, assessment <br />and management, maintaining various project lists, etc. <br />5.Conducts long-range planning, develops growth and other projections, develops departmental and <br />countywide positions on issues of regional significance. <br />6.Develops standards, operational and planning oriented policies and criteria for inclusion in county <br />standards, environmental and transportation plans, statewide and national legislation, use in daily <br />departmental operations, for application by a wide audience. <br />7.Seek new funds for projects and programs including coordinating with new funding programs, <br />assisting in the procurement of federal earmarks, developing extensive grant applications, and <br />lobbying and making presentations in outside venues for various projects and programs. <br />8.Reviews proposed projects and existing roadway and environmental operations for conformance <br />with applicable laws, permits, and other regulations.Makes risk assessments relating to incidents <br />and projects, including making determinations with health, safety environmental, and litigious <br />situations. <br />9.Reviews engineering aspects of land use and zone changes.Coordinates with appropriate <br />agencies and private consultants.Prepares responses to planning division and other agencies.As <br />needed, p provides oral and written testimony for cases. <br />10.Receives oral and written complaints from the public pertaining to engineering activities.Studies <br />and attempts to resolve problems by employing creative methods in addition to conventional civil <br />and environmental engineering methodology. <br />11.Reviews collection/disposal franchise or other applications for conformance to county standards. <br />12.Prepares and delivers written correspondence or oral presentations to the Board of <br />Commissioners, and other public authorities. <br />13.Provides specialized expertise to other jurisdictions in specialty area, sits on professional boards <br />or committees, and often reviews and critiques the work of other engineers. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.A Bachelor's Degree in Civil Engineering, Environmental Engineering or a closely related <br />engineering degree; AND <br />2.Four (4) years of experience applying engineering theory, principles and methods, which include <br />(2) years in the specific specialty field for which we are recruiting (i.e. design, land use, traffic, <br />environmental); OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Registration as an Engineer in Training (EIT).
