Marion County Class Specification BulletinPage of <br />>>> <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Coordinates, organizes, and manages the services and associated work activities of assigned <br />project(s); develops and implements elements of projects to meet the overall goals established by <br />the department. <br />2.Defines project specifications and scope including stakeholders, team members, consultants, <br />contractors, impact of project, and events that may impact the completion or success of the <br />project; <br />3.Performs critical path analyses and sets project priorities; develops project task lists, time <br />estimates, and benefit/cost analyses to meet project goals and objectives. <br />4.Develop project work plans and calendars; plan, organize, implement, and evaluate work activities <br />to meet overall project goals and objectives; analyze alternative methods or processes to meet <br />project and service delivery goals including resource requirements. <br />5.Coordinate assigned engineering project development and construction activities with consultants, <br />engineers, developers, contractors, railroads, utilities, property owners, and other county <br />departments and divisions, and other outside agencies. <br />6.Coordinate all aspects of project(s) including development of goals and objectives, budget <br />development, scheduling, design, procurement, modifications, effectiveness reviews, and <br />construction activities including monitoring project expenditures. <br />7.Coordinate the preparation of, or prepare bids for, proposals and requests for qualification <br />documents; evaluate and make recommendation on proposals and qualifications; facilitate pre-bid <br />conferences and bid openings; prepare bid tabulations and recommendations for the Board of <br />Commissioners; prepare or coordinate the preparation of contracts for signature; conduct pre- <br />construction conferences and prepare notices to proceed. <br />8.Coordinate the preparation of permit applications; coordinate inspection, testing, and <br />documentation of assigned capital improvement projects; coordinate relocation of utilities prior to <br />and during construction. <br />9.Provides oversight of quality assurance and quality control to ensure construction conformance <br />with contract plans, specifications, and applicable codes; coordinates or reviews and recommends <br />payments to consultants and construction progress payments; coordinates or prepares contract <br />change orders for project funding as appropriate. <br />10.Investigates field problems and coordinates the resolution within federal, state, and local agency <br />rules, regulations, and codes. <br />11.Documents project development, planning, and progress while under construction; prepares <br />periodic progress reports; maintains records of changes and field notes; and authorizes payments. <br />12.Prepares technical engineering reports, letters, memorandums, maps, graphics and data- <br />supporting findings, construction specifications, schedules, construction drawings and plans, cost <br />estimates, agreements with property owners, developers and interagency agreements, and Board <br />agenda items. <br />13.Represents the County before consultants, citizen groups and governmental agencies on project <br />and program related matters at a high level of involvement and with high-stakes outcomes. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.A valid Professional Engineer's (PE) license in Civil Engineering or a closely related engineering <br />license; AND <br />2.Two (2) years of post PE professional-level engineering experience, which included project <br />management.
