<br />Design Specialty
<br />(Conducts and/or oversees)
<br />1.Collaborate with professional engineering staff in the preparation of preliminary and final
<br />engineering designs based on data submitted by survey crew and/or personal field observations;
<br />performs complex engineering calculations.
<br />2.Preparation of complete and highly technical engineering drawings, using both computer aided
<br />drafting (CAD) systems and manual drafting techniques.
<br />3.All phases of work necessary for preparation of bid documents, such as final drawings,
<br />specifications, material takeoffs, and cost estimates.
<br />4.Special projects and programs, such as pavement, bridge, and records management, statistical
<br />and technical studies, and educational programs.
<br />Inspection Specialty
<br />(Conducts and/or oversees)
<br />1.All aspects of inspection of major construction contracts or programs, including assignment of
<br />inspectors, coordination of contractors, dispute resolution, and enforcement of contract provisions.
<br />2.All aspects of field and laboratory testing of pavements, concrete, soils, aggregates, and other
<br />construction materials; application of appropriate testing procedures and other quality control
<br />measures as required to meet specifications. This responsibility includes equipment purchase
<br />planning, quality assurance process design, staff training and certification, and assignment of
<br />personnel to conduct testing.
<br />3.All phases of contract development and administration, including work necessary for preparation of
<br />bid documents such as final drawings, specifications, material take offs, cost estimates and
<br />dispute resolution; supervision of preparation of progress and final payment reports, and
<br />processing contractor invoices for payment; approval of progress payments to contractors.
<br />4.Inspection of existing bridges and other structures; assignment of personnel and maintenance of
<br />proper qualifications and training levels.
<br />5.Functions as a lead project coordinator for multiple projects in various stages of development in
<br />support of project engineers and the capital project manager.
<br />Traffic Specialty
<br />(Conducts and/or oversees)
<br />1.All phases of traffic engineering analyses of public safety complaints including field review, data
<br />research, solution proposals, implementation, coordination, review and enforcement; analysis
<br />often involves the application of advanced computer applications.
<br />2.All aspects of data management in areas including traffic accident records, traffic count data,
<br />speed zone investigations, road classification maps, safety priority indexing system, and
<br />miscellaneous traffic engineering files.
<br />3.All aspects of various traffic improvement projects including preliminary or final design,
<br />interpretation of survey data and personal observation, complex engineering calculations,
<br />obtaining estimates, preparation of bid documents, negotiations, implementation, and review.
<br />4.Significant written correspondence to the public, various county departments and other
<br />governmental agencies.
<br />5.Reviews, researches, documents, and provides technical analysis of accident information for
<br />potential use in litigation.
<br />6.Special projects, programs, statistical, and technical studies generally related to traffic engineering
<br />functions.
<br />7.Reviews and comments on land use and development applications and site plans. Determines
<br />requirements to address traffic-related impacts and needs.
<br />8.Reviews and develops traffic control plans for development work, capital projects, and other traffic
<br />impactive events.
