Marion County Class Specification BulletinPage of <br />>>> <br />Land Use Specialty <br />(Conducts and/or oversees) <br />1.Coordinates all aspects of inspection of major construction permits, including assignment of <br />inspectors, coordination of contractors, dispute resolution, and enforcement of permit provisions. <br />2.Coordinates and oversees all phases of permit development and administration, including work <br />necessary for preparation of major construction permits such as final drawings and specifications. <br />3.Assists in review of land use applications for impacts on roadway, traffic and drainage facilities and <br />prepares development requirements addressing identified impacts. <br />4.Issues permits for construction of driveways, and the most complicated pipelines and utilities in the <br />road right-of-way; inspects field work done by others under the permits; works with permit holders <br />to assure compliance with permit conditions and requirements; maintains accurate permit files and <br />databases. <br />5.Functions as the primary contact between all the utility companies and the county's engineering <br />section. <br />6.Reviews site development plans, partitioning plans and subdivision for plans for compliance with <br />county standards. Makes recommendations to the design engineer for design changes. Keeps <br />records of the status of all the major construction and permits, major utility projects and subdivision <br />projects. <br />7.Develops, coordinates signing, and the recording of road maintenance agreements. <br />8.Prepares a report recommending those roads that have completed their one-year maintenance <br />warranty to be accepted into the county road system. <br />Administration And Accounting Specialty <br />(Conducts and/or oversees) <br />1.Implements and manages the Maintenance Management System (MMS) within the Integrated <br />Road Information System (IRIS). <br />2.Assists Operations in assembling the year-to-year surface management program to meet <br />organizational needs and budget constraints. <br />3.Reviews and documents "current" versus "past" maintenance activities. Researches new cost- <br />effective maintenance procedures and makes recommendations for implementation as <br />appropriate. <br />4.Quality control of Operations data being placed into cost accounting program. Tracks current <br />construction material prices. <br />5.Special projects, programs, statistical, and technical studies generally related to road surface <br />construction and cost accounting. <br />6.Acts as a Liaison with other public works agencies for the purpose of coordinating exchanges of <br />equipment/labor/materials. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Associate degree in engineering, science, engineering technology, or a related field; AND <br />2.Four (4) years of experience in the practice of civil engineering technology, including at least three <br />(3) years of progressively responsible technical experience directly related to the appropriate <br />specialty; OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />NOTE: Applicants may be required to pass a practical examination to assess certain skill levels required <br />by a particular position. <br />SPECIAL REQUIREMENTS <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
