Marion County Class Specification BulletinPage of <br />>>> <br />and line staff to implement changes to laws, policies, procedures, or business process <br />improvements. <br />4.Provides interpretation, clarification, and technical expertise to all county staff on grants and <br />contracting laws, rules, regulations, policy, procedures and ethics.Reviews statute when the rules <br />are silent. <br />5.May attend the Board's weekly planning session to provide feedback and discuss agenda items <br />related to grants and contracting, including making recommendations regarding grants and <br />contracts or procedures being proposed. <br />6.Develops and provides formal and one-on-one training to county staff on grants and contracting <br />policy, procedures, and best practices. <br />7.Responsible for the oversight of filing systems for county grant applications and awards including <br />required support documentation. <br />8.Provides analytical, technical, and functional expertise and administrative assistance to the Chief <br />Financial Officer, and the Board of Commissioners' Office. <br />9.Provides oversight of the grant application review process for all grants.Ensures all compliance <br />requirements have been identified and makes recommendations to departments for changes, <br />clarification or additions to grant form, language, or scope and forwards for appropriate approval. <br />10.Reviews all grant awards and related agreements.Identifies all compliance requirements and <br />ensures plans are in place to monitor and meet such requirements. Forwards for appropriate <br />approval. <br />11.Prepares and updates grant related policies and procedures to ensure compliance with federal and <br />state laws and ensure the county is in compliance with all single audit requirements. <br />12.Ensures grant sub-recipient monitoring procedures are in place. <br />13.Establishes payment and reporting schedules for grants and contracts; ensures appropriateness of <br />payments subject to grant restrictions; develops reporting format and compiles report <br />documentation; coordinates spending of multiple grants. <br />14.Analyzes data to draw logical conclusions; analyzes situations accurately and adopts effective <br />courses of action. <br />15.Prepares and reviews complex materials which require the review of complex source documents <br />and a comprehensive understanding of policies, procedures, terminology and various applicable <br />statutes in order to obtain necessary data. <br />16.Performs other related duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in business or public administration, accounting, finance, or a related field; AND <br />2.Four (4) years experience in grant compliance monitoring, contract preparation and administration, <br />two of which must have included responsibility for preparation of related policy and procedures, <br />OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SPECIAL REQUIREMENTS <br />Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license. If in <br />> <br />possession of a current out of state driver's license, must obtain Oregon driver's license within 30 <br />days of hire or provide an acceptable alternative method of transportation. <br />Possess and maintain an acceptable driving record.
