Marion County Class Specification BulletinPage of <br />>>> <br />2.Responsible for the fiscal, personnel, and general business activities of the Health and Human <br />Services Department; establishes related goals, procedures and controls, and resolves related <br />problems. <br />3.Directs a staff of medical, public health, mental health, developmental disabilities, and alcohol and <br />drug professionals and technicians, and clerical staff. <br />4.Works with the Board of Commissioners in developing department programs, budgets, and <br />evaluations as they relate to the Health and Human Services Department. <br />5.Represents the county at meetings and conferences with local, state, and/or federal groups and <br />agencies for matters related to public health, mental health, developmental disabilities, and alcohol <br />and drug. <br />6.Prepares or provides for the preparation of reports and recommendations on matters affecting the <br />Health and Human Services Department. <br />7.Monitors proposed or new legislation, administrative rules, techniques, and equipment used in <br />providing public health and mental health-related services; provides recommendations on <br />legislation or statute revisions as required. <br />8.Develops community and financial support sources for Health and Human Services Department <br />progress and services. <br />9.Seeks and draws upon other public and volunteer organizations for services, consultation, and/or <br />skills as they relate to public health, mental health, developmental disabilities, and alcohol and <br />drug program needs. <br />10.Facilitates collaborative partnerships throughout the community, other agencies and county <br />departments, to support a comprehensive health service system. <br />11.Acts as the agent of the Oregon Health Authority in enforcing state public health laws and carries <br />out other statutorily required duties including but not limited to the following duties: imposes public <br />health measures on persons or property necessary to prevent the spread of or exposure to <br />disease or contamination; administers rabies laws; provides immunizations to school age children; <br />prepares and submits an annual plan to DHS; initiates commitment of mentally ill persons; <br />provides training programs for food service employees. <br />12.Participates on the county's executive leadership team. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Seven (7) years of responsible administrative experience in a public health or community mental <br />health program; AND <br />2.Completion of a Master's Degree from an accredited college or university in public health <br />administration, public administration, nursing, education, or a related health, behavioral or social <br />science; OR <br />3.Any equivalent combination of experience, education and training as it relates to the position. <br />SPECIAL REQUIREMENTS <br />Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license.If in <br />> <br />possession of a current out of state driver's license, must obtain Oregon driver's license within 30 <br />days of hire. <br />Possess and maintain an acceptable driving record.
