Marion County Class Specification BulletinPage of <br />>>> <br />2.Develops instruction user-guides, conducts on-going needs and skills assessments and training to <br />improve end-user knowledge and accuracy of human resource processes. <br />3.Utilizes human resource information system and query tool to generate statistical reports; <br />participates and takes a lead role in developing standardized reports for on-going user needs. <br />4.Works closely with HR Manager on special projects such as lead on implementation of cost of <br />living adjustments, bargaining impact analysis, data reports and system and process development. <br />5.Participates in the specification, review, testing and implementation of HRIS system upgrades and <br />re-implementations; recommends technical solutions from the business user perspective; and <br />develops and maintains training material for end business users for human resource processes. <br />6.Responds to both routine and technical requests for information about department programs and <br />processes; prepares and distributes packets of information to employees or the public; assists <br />employees or the public with completion of employment, benefits and workers' compensation <br />related forms; ensures all forms are received and are complete and accurate. <br />7.Performs complex data entry, calculations, prepares spreadsheets and reports; and updates and <br />retrieves information from the county's Human Resource Information System (HRIS) and the <br />Volunteer, Risk Management, and Workers' Compensation information systems. <br />8.Researches, compiles, organizes and reviews data to verify facts, resolve discrepancies, or <br />provide statistical information in an investigative study or project; prepares findings for higher level <br />staff or management; creates and maintains spreadsheets in support of various human resources <br />or risk management functions. <br />9.Provides training sessions, conducts New Employee Orientation, or holds informational meetings <br />in support of human resource and risk management programs.Training may be in small or large <br />group settings, in a variety of geographic locations and facilities. <br />10.Educates and provides information to prospective and new employees, active employees or former <br />employees on human resource and risk management programs as appropriate. <br />11.Prepares and maintains documents, forms, letters, records, logs and files; prepares sample forms <br />and letters; <br />12.Prepares and responds to survey or informational requests from other jurisdictions. Assists with <br />market study calculations and research as requested. <br />13.Interprets Personnel Rules, Benefits Rules, Risk Management Rules and county collective <br />bargaining agreements for county departments as it relates to the administration of Human <br />Resources or Risk Management practices and policies. <br />14.Communicates with vendor representatives to exchange information and resolve issues. <br />15.Participates in preparing and implementing communication plans to announce program changes, <br />benefit plan or design changes, or form redesign. Develops user documentation supporting the <br />Human Resources and benefits staff utilizing FIMS. Train and mentor HR and Benefits staff in <br />effective use of FIMS. <br />16.Serves as a member of task force(s) or special committees; and provides staff support to <br />committees including preparing meeting minutes, as directed. Represents business services in <br />FIMS work groups, decision making forums, and project teams to ensure integrity of business <br />processes, data flow and data presentation. <br />17.Assists in reviewing proposed and existing legislation, rules, and regulations in comparison with <br />Human Resources and Risk Management policies and procedures to ensure compliance; and <br />assists in updating and drafting department policies and procedures. <br />18.Maintains county HRIS database utilizing Oracle operating system. Reviews county documentation <br />and personnel actions ensuring proper completion of personnel actions in compliance with <br />collective bargaining agreements and personnel rules. Prepares for departments the design and <br />administration of employment examinations and recruitment schedules; prepares recruiting <br />announcements; discusses job openings with employees and applicants and advises regarding <br />application process; reviews applications for minimum qualifications; grades applications and/or <br />examinations. <br />19.Maintains applicant tracking reports on human resources information systems including data entry <br />and report generation; prepares or assists in the development of the Quarterly and Annual <br />Affirmative Action and EEOC reports which detail county and department hiring practices and <br />progress towards affirmative action goals. <br />20.Assists in the administration of the county's employee benefits programs, including health <br />insurance, COBRA, HSA, FSA, EAP, CERA, PERS, OPSRP, life insurance, long term disability, <br />wellness, deferred compensation, 401(k), and 457 plans.
