Marion County Class Specification BulletinPage of <br />>>> <br />4.Oversee the development of the county cost allocation plans for budget and federal cost <br />reimbursement. <br />5.Coordinate the monthly and year-end closing of the general ledger, including appropriate review of <br />all entries to the general ledger, reconciliation of balance sheet accounts and analysis of revenue <br />and expenditures balances. Provides for the review of the monthly trial balance to ensure that all <br />financial activities of the county are properly recorded and reported. <br />6.Coordinate the independent annual financial audit, including the single audit, and implement <br />recommendations of the external auditor as approved. Coordinate with countywide and Finance <br />department staff to provide necessary work papers, data, samples, etc. to meet the timely <br />completion of the annual audit. <br />7.Oversee the direction and technical assistance to department personnel in researching <br />transactions, conducting financial analysis, preparing reports, and determining proper accounting <br />treatment. <br />8.Ensure regular financial reporting is provided to the CFO, Chief Administrative Officer and Board of <br />Commissioners. Provide additional ad hoc financial reporting as requested to meet the needs of <br />both internal and external requests. <br />9.Oversee assistance to the budget team in the review of proposed budget requests for the annual <br />and supplemental budget process. <br />10.Ensure appropriate training occurs for countywide department personnel throughout the county <br />regarding Central Finance operational policies and procedures. <br />11.Participate as a member of the Financial Information Management System team, helps coordinate <br />all system application changes and updates. <br />12.May represent the department and the county to the public, elected officials, other agencies, <br />governments, and organizations including making presentations, participating in meetings; acts as <br />representative on committees and special projects; responds to and resolves confidential and <br />sensitive inquiries. <br />13.Attend meetings, conferences, workshops, and training sessions to become and remain current on <br />principles, practices and new developments in assigned work areas; analyze and interpret federal, <br />state, and local laws, regulations, policies, and procedures in order to ensure compliance. <br />14.Perform other directly related duties consistent with the role and function of the classification. <br />MINIMUM REQUIREMENTS: <br />1.Equivalent to a bachelor’s degree in accounting from an accredited college or university; AND <br />2.Five (5) years responsible experience in the field of accounting, which includes two (2) years in a <br />supervisory capacity. OR <br />3.Any satisfactory equivalent combination of education, training and/or experience relevant to the <br />position. <br />SUPPLEMENTAL INFORMATION: <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license.
